You should input as this $C$32: $H$32 = 1 ,$I$26: $I$31=1. Moreover, you need formula in I26 to I31 cells, i.e. I26=sum(C26:H26). Similar for I27.

You constraints are wrong. Please check my constraits carefully. (Which should equal to 1?You setting is wrong. We need the sum of columns and sum of rows equal to 1, not all the cells equal to 1).
The calculation of total rating is =SUMPRODUCT(B2:G7,B13:G18) (you can find this in the cell B23)
When you use Excel solver, in ”设置目标” , you need to set it to be B23. ($B$23).
